Enel was defeated by Monkey D. Luffy and subsequently headed to the moon where he became the ruler of automata.
After his defeat at the hands of Luffy during the Skypiea arc, Enel didn’t reappear in the main storyline of “One Piece.” However, his story continued in a cover series called “Enel’s Great Space Operations,” which is a series of cover pages that Oda, the creator of “One Piece,” used to tell side stories. In this series, Enel travels to the moon on his ship, the Ark Maxim, which he had originally intended to use to destroy Skypiea.
Upon reaching the moon, Enel discovers a lost city and a group of small robot-like beings called automata. These beings mistake Enel for their ruler due to his resemblance to depictions on ancient murals. Enel then learns about the history of the moon and the automata, which includes a past civilization that had depleted the moon’s resources and headed to the Blue Planet (Earth) to survive. Enel decides to take on the role of the ruler of the automata and begins his own reign on the moon, seemingly content with his new position of power and the absence of any formidable enemies. This side story provides a humorous and unexpected continuation of Enel’s character arc, showing his adventures beyond the main events of the “One Piece” series.
